C P Plus - should I carry on?

Hi all. I visited my local hospital to hand deliver a letter to main reception. I was in the grounds for approximately one hour but was only "parked" for about 20 minutes. I am disabled and the remainder of that hour was spent waiting for a disabled bay to become available. I appealed the charge of £40 or £15 if I paid within 14 days. I have received the decision today saying I have been unsuccessful and wonder whether I should carruy on appealing or just pay it? I really don't need the hassle. I understood I was able to "park" for 30 minutes for free and I feel penalised through THEIR lack of disabled parking facilities. Please can anyone advise? Many thanks in anticipation.

Did you admit who was driving, in the first appeal?
If not, this is winnable more easily at POPLA, than if you DID.
Have you complained to PALS at the Hospital, if this car park is theirs? DO SO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I seem to recall a similar case either on here or Parking prankster which I think reached court. The ppc were arguing that the vehicle was parked, however cctv from the hospital proved that the vehicle was simply cruising the car park area looking for a space for the majority of the time it was there.0
