Car parking fine from Highview parking.

Hi, I've just received a charge notice from Highview parking. They only showed the number plate underneath the picture, but not on the car and they did not even say weather I parked over the hours. I had to google to know that Netherfield Neighbourhood centre is in Milton Keynes.
They said I contravened the terms and conditions, but I don't even know what the T&C are.
I tried to e-mail, but no e-mail address. I called, but it does not give you the option to speak with anyone.
They only provide a PO Box address.
Not sure if I should pay. Any advise please

Surprise. A friend of mine just got 2 tickets from them. First one had wrong amount on NtK (£99 instead of £95) second one was out of time by 1 day for keeper liability.
Appealed for them on 1st one, turned down but POPLA code issued. I wrote a POPLA appeal and they cancelled immediately.
Second one is under way and we shall see if they decide to fight an out of time appeal.
So, for a start, how much are they demanding on NtK? And, please, date of alleged contravention and date on NtK?
You probably exceeded the 90 minutes free parking.
They are also using ANPR without proper notices. What the sign says is " The ANPR cameras in this car park are used for the detection/prevention of crime and the Data recorded may be shared with third parties for that purpose "
What the BPA CoP says is
21 Automatic number plate recognition (ANPR)
21.1 You may use ANPR camera technology to manage,
control and enforce parking in private car parks, as long
as you do this in a reasonable, consistent and transparent
manner. Your signs at the car park must tell drivers that
you are using this technology and what you will use the
data captured by ANPR cameras for.
Where does the sign say that ANPR is used for Parking purposes as the BP CoP demands?
But first, please answer questions in red and never try to talk to a PPC.0 -

I'm guessing the NEWBIES thread has become invisible today because so many have no idea how to appeal, despite the template appeal sitting here on the forum, waiting for everyone to use it.
Lots of new threads today asking what to do, with no suggestion that any advice threads have been read. We want to help you at POPLA stage but at this stage it is as easy as copying a chunk of text. No-one pays Highview!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
