(Scotland) Landlord advertises at one price then says its far more.

Not my landlord but has happened to friends and also he owns the flat above me.
He advertises flats at £200 normally (in disgusting condition) when the going rate is more like £300 around here.
Upon signing he tells people its £300 or alters the contract from a 2 to a 3.
The last 3 tenants in flat above me have said same thing, as has a friend who went for another of his properties, and speaking to some other locals I found out they had the same landlord and same thing.
He rents out flats in disgusting states, often needing a lot of repair he doesn't do and every single person has said he has altered contract/asked for more when signing.
Just wondered the legalities of this? I know hes not my landlord but he has messed around people I know so want to tell them their rights.

The tenants must inform police and local council landlord registration people of this fraud.
He sounds as though he is not a "fit & proper person" and so should be banned from being a landlord.0 -
If he alters the contract after signing then that is clearly illegal.
If he gets them round to view by promising one thing than tells them the price is different before signing, that's just annoying.0 -

I'd say there's a fair chance that he's not registered anyway, which of course is a criminal offence if the property is not one of the small number that is excluded from licencing (which sounds unlikely in this case).
