Just for reference regarding planning permission for signage and cameras...
An email I recieved back from Cornwall councliDear Mr Leigh
Thank you for your email of the 22 September 2016 to Cornwall Council regarding the car park in Tower Road, Newquay.
I have contacted our Parking Services Team who have confirmed that the car park in Tower Road is privately owned and therefore any outstanding parking fines and/or appeals would need to be taken up with the private company – Parking Eye.
Planning permission is not required for the installation of ANPR cameras and signage within a car park is usually there to display charges and conditions of motorists parking within the car park and is not usually subject to planning permission. However the link below to the Planning Portal provides further information about adverts and signs and if you believe the signs to be a breach of planning this can be reported to our Enforcement Team to investigate.

As the car park is privately owned and not run by Cornwall Council we are unable to investigate your complaint and you may wish to contact the British Parking Association.
