Domestic power supply emergency cover

Can anybody help decipher what this the below is actually covering in Together Mutuals home emergency cover? Would it cover a gas leak on our side / after the meter (after NationalGrid has capped the meter?)

I haven't read the brochure in the link but imagine they are saying that (in the case of electricity, for instance) they won't cover you if the grid goes down so no power gets to the house, but they would if your fuse box blew or a socket was accidentally wet (eg from fish tank disintegration).0
