How do I get my neighbours to cut their 30ft trees?

Hi
just wondered if any one can give me some advice on what to do next.
Our neighbour has leylandi conifers running the whole length of our front garden. They are much higher than the house. The sun rises on that side so our front garden and front rooms in our house are permanently dark especially when sun starts getting lower in the sky.
We have lived here 2 years but do not know them well, on waving terms (they have a gated entrance to their house). My husband approached them in April and asked if they could reduce the height and they said they had been talking about it and would sort it out. He then put in a card for the guy we used to cut our trees (they over hung our other neighbours garden).
Then at the end of July a tree guy knocked and said he was cutting the trees and would be doing so in 3-4 weeks (wanted access to them from our side which I agreed to).
As we had not seen the tree man I phoned him and he said he had sent them his estimate but heard nothing - he would not tell me how much it was for.
I don't know what to do next. I really want them cut as it is very dark now the sun is low while their garden is nice and sunny.
Any advice welcome. I was thinking of sending them a note, but not sure what to say. We also are not keen to offer financial assistance as they are both doctors/dentists and all their kids go to private school, they also have a gardeners and cleaners so I don't think they are hard up.

I don't know if this holds for all local authorities but ours says front boundaries or any that border footpaths are max 1 metre all other boundaries, side & back between neighbours are 2 metres max, so thats about 6'6" so they're about 24 ft over the limit!!0
