Blue Badge not Displayed

Hi,
Went to LHR T 4 to meet new grandson. Very excited. Found disabled bay and parked. Was running late and in excitement forgot to display badge.
On return, after paying £13.40 (no dispute) as flight was delayed, found ticket. Parking attendant there and advised me to send in copy of blue badge and ask for cancellation.He said would be no problem!
Refusal of appeal letter received today giving 21 days to pay £45 or £90 if later.
APCOA issued ticket. Ticket timed at time first seen 12:19:13
ticket issued at 12:19:13. Are they supposed to give 10 mins leeway?
Also ticket not signed or initialed at all by attendant.
My contention is that charge is excessive and unfair as no attempt to avoid payment by using disabled bay was made.
Is it worth appealing?
ps I'm also a 70 year old pensioner.

Did you out yourself as driver or did you make the initial appeal as keeper? The latter is the best option as it gives you additional protection.
Please read the Sticky thread for NEWBIES on the correct way to appeal. It also explains most of the acronyms and abbreviations used on this forum.
Did you get a PoPLA code? APCOA are BPA members so you should have been given one with the rejection letter. If the answer is yes, then you should appeal using all the appeal points available including grace periods and extended grace periods for people with disabilities. Send a copy of the BB with the PoPLA appeal quotig the relevant section of the BPA CoP.
Read the POPLA Decisions sticky thread at the top of the main page and copy the relevant points from the most successful recent appeals you will find there.
These should include inadequate signage, grace periods, extra time for deisabled motorists, not the landowner, no standing to issue charges, and if you didn't give away the driver's details, non POFA 2012 compliant NTK.
If you didn't get a PoPLA code then you should complain to the BPA.I married my cousin. I had to...I don't have a sister.

Very deliberately LONG. APCOA usually cancel as soon as they see one like that, so copy it and then go through changing any details that do not match your own case. Show us your hybrid version, it's a learning curve but worthwhile!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
