Dog on dog attack - advice please

Yes the dog is insured but the dog is old and that insurance may be needed for something else later on. If it is used for the current claim - it leaves my friend vulnerable financially if anything else happens. So the owner paying just the excess does not really solve the issue, neither will it teach him a lesson to keep his dogs under control.
I did tell my friend to report it straight away but her main concern was the care for the dog straight post op so she has not done it so far but I hope she will do now.
Is small claims court the right place to look into?
It is both really - trying to get the other owner to take the responsibility and paying the bill AND keeping his dogs on leads/muzzled while out. Those were not breeds
you may see in the media branded "dangerous". One of the dogs is quite small but together with the other one they have done a lot of damage.0
