urgent help please: notice of enforcement and bailff

Looking for an urgent advice.
I have just returned from holidays and discovered a letter from Bristow and Sutor containing 'enforcement process commenced' and 'notice of enforcement'. they want me to pay £400 to the Council. The letter had been send on 3rd of Aug (when i was on holidays). I called the company and talk to a bailiff. It turned out that it was regarding 1 year old parking penalty.
I wasn't aware of any parking tickets and this was the first letter about that. I have changed the address about 2 years ago but somehow all correspondence (if there was any) had been sent to my old address.
The bailiffs was telling me to pay right now and said that if not paid he is going to visit my house tomorrow at 4pm to remove the goods. I asked - 'what if there is none at home', the reply was 'we will call a locksmith'. He also said that he also put another letter to the letterbox (but i think he is lying as it was only one letter dated on 03.08)
I was told that you cant ignore debts to the council and that in this case bailiffs are very persistent and can really take your possessions. I had a quick look on online resources and found out that i can call the Traffic Enforcement Centre and ask them to email me relevant forms, fill and post it back before 4pm. then let the bailiffs to know about that they can postpone their activities/visit.
I will investigate the issue and will try to negotiate and reduce the payments, however, I am afraid that they are going to visit me tomorrow and add further charges (e.g. £110) to the bill. I would appreciate any advice on what shall i do right now. Is it wise to contact them tomorrow and arrange monthly installments or this will mean that i accept the debt and will not be able to dispute it in future?

Do not even think about paying anything to the bailiff (DO NOT let them in, no open window/door!). Get urgent advice from Sheila at BAO.
Hide your car at another location (ideally in someone else's garage, or miles away) if it is normally outside/in the driveway. They can clamp vehicles if they do return, so prevent them from even seeing the car until you get this sorted at TEC.
