Parking fine help.

I was issued with a parking fine (I was pulled up outside my flat for 15 minutes unloading things). The company is millenium parking services in Swansea, I've read on some other forums not to pay them, that they're essentially scammers, but it says the fine will increase to £100 if I don't pay within 14 days and I can't afford £100.
Are they scammers? If I don't pay will they leave me be, or would I be best paying and then trying to appeal?

a it is not a 'fine'
b PPCs get a little touchy if you call them 'scammers' read the sticky threads 'Posting on the board ' thread.
c. If you pay the charge then this ends any appeal process read the NEWBIE thread as others are quick to point out.
d. The charge does not increase to £100, but a reduction to £60 if people pay quickly and not research the matter more thoroughly. Parking Companies rely on the scare tactics and 'offer ' for quick settlement.
e) This PPC is a member of the IPC therefore their lack of independent appeals process is well documented, however their members do not fare quite so well in court cases by all accounts0 -

Have another look. I won't re-write it as it is clear enough and I work full-time.
Or search the forum for the word 'Millennium' (spelt correctly with two 'n's) and read another thread exactly like yours. We have loads of IPC threads, plenty about that firm. One from today for example.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
