Stairwell headroom query

I need some advice, seen a 3 bedroom semi- house which I like.
However, the stairwell head room is obstructed by the ceiling of the smaller 3rd bedroom.
I am 5”6 and got through with about ~2 inches of clearance. If I buy this house i would like to increase the head room, even by a just a few inches is an improvement.
There does not appear to be any supporting beams or under the 3rd bedroom, except for joists. Apart from the exterior wall on one side of the stairwell, the other is open with handrail. There are no other internal walls or supports under the 3rd bedroom or by the stairs.
Can anyone advise if this can be easily done by a competent builder, if so do ones need planning/building control permission?
