Although I don't know much about either of those two lenses, I'd say, the one with the longer zoom (28-200) will not be optically as good as the 24-70, especially as they are virtually the same price. The wider the range of focal length, the more distortion there will be at one end, or another, or both. That's why you'll never find a top notch lens that is say 16-200mm for example, there'd be too much of a compromise, either in the wide angle side or the zoomed side.

The Canon EF-S 17-85mm f4-5.6 IS USM would be an excellent lens to go for, but it's over £300, so not a cheap starting option.
