What's the best way to complain about a POPLA Assessor? Specifically Wright Hassal

Just had my POPLA appeal come through after over a year and it was rejected. I know that the POPLA website says the decision is final but can that be the case if the assessor didn't play by their own rules?
I got a PCN for not displaying my parking permit in a members only gym car park. While I disagree with the appeal decision here are my biggest concerns;
1) The very first response I had from POPLA was that they were going to make a decision last September based on the evidence provided by myself and the car park operator. POPLA's website says the do not go looking for evidence. Less than a week ago Wright Hassall sends an email to the operator not only asking for more evidence but specifically the evidence they need. I was copied into this email but have never formally been asked for additional evidence.
2) The first communication I received from POPLA and their website state I should have received the operator's evidence before a decision was made. Not only have I never received it but Wright Hassall never queried with me had I received it before making a decision.
3) Wright Hassall sends out debt letters and threatens court action on behalf of car park operators. Why is a solicitor who gains financially from people being made to pay PCNs allowed to decide whether a private individual should have to pay a PCN or not? Surely there's a conflict of interest there.
Point three leads into point 4
4) Wright Hassall are using a copy and past response for everyone that uses the GEPOL defence if the ticket is £100 or less. There is no requirement for the operator to prove a PCN is a GEPOL, nor can an appellant argue its not GEPOL if its £100 or less. That blanket favouring of car park operators is quite dodgy when seen alongside their financial incentives from point 3.
As an additional bit from my specific case, I emailed the car park operator the same day I had their PCN stating I was a member and asked what evidence they needed to prove it. Their response was to say as I hadn't provided evidence as part of my appeal I had to pay the full amount. After complaining I was told their decision was final. As part of my POPLA appeal I included that plus the BPA code of practice which says the car park operator has to obtain all relevant information within 35 days before making a decision. Wright Hassall said their response to my "appeal" did not breach the code of conduct and offered no explanation.
There's serious failings with Wright Hassall and I want to get my case reissued and hopefully Wright Hassall stopped from further POPLA appeals.

You can't. WH will not re-hear a case. The BPA will stick their fingers in their ears.
DVLA perhaps, the SRA, your MP...Watchdog. I would tell them what happened and why it is wrong. We've heard they've done this before:Less than a week ago Wright Hassel sends an email to the operator not only asking for more evidence but specifically the evidence they need.
You can't complain to ISPA as they've washed their hands of this apparent conflict of interests.

The BPA is now the most worthless organisation in the UK
The ISPA are pointless as their so called "SCRUTINY" does not exist
The Wright Hassall behaviour shows they are not fit for purpose
This is why we need a genuine regulator who is not in the pockets of the PPC's
Current options are
1: Send your story to the national press
2: BBC Watchdog
3: BBC Rip off Britain
3: Your MP
4: Theresa May PM
With a copy to the SRA

Best way to complain?
Try the landowner who took on the ppc in the first place and let them know that they are also liable fire the actions of their agents, in this case the ppcFrom the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0 -
However, on the plus side if the "independent" adjudication is as flawed as people say, it is unlikely that the PPC will want it pored over by a judge.You never know how far you can go until you go too far.0

First person I tried before putting in my POPLA appeal. They feigned ignorance saying they couldn't cancel a PCN charge. I'll try them again with the information I now have and hope the POPLA appeal doesn't go against me.0 -
I would also recommend leaving a google review pointing to their negligence if you can make people steer clear you could hurt their business.

Are you still a member of the gym? Speak to the manager of the gym and ask what benefit they get from not cancelling genuine customers' PCNs. I bet your monthly membership costs more than the likely kick-back they get from one paid PCN so threaten to cancel your membership if they do not cancel the PCN. You are a genuine customer and you shouldn't be extorted out of more money in this underhanded way.0
