No, send it 1st class at a PO Counter and ask for a free certificate of posting. Keep that little receipt stapled to a copy of the challenge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

as above , most parking companies refuse recorded delivery as they know why it is recorded , so you dont want proof of non-delivery
they didnt use it , because they know the law on posting legal documents
ie:- its deemed "delivered" 2 days later if by Royal Mail
if you really wanted to try it , you would do it twice , one recorded , and one with a free cert of posting , but really you only need to do the latter0 -

Thanks, I've edited my post. I am unfortunately in Bournemouth so am a bit concerned. Before I send the letter I just wanted to check something. When I moved in I had to pay for my permit, would this count as some kind of contractual acceptance of the parking scheme? It's not something I thought about at the time.

Yes what did the actual permit scheme t&cs say? Arguably, that's the contract (not the signs) and it is very likely that the wording doesn't state the £sum (in figures) of the parking charge or the terms, nor create any obligation to also read the extra terms on any signs.PRIVATE 'PCN'?
