BT Broadband speeds are getting slower, not faster!

I've got AOL (not LLU) which should be up to 8MB, I already know 8MB isn't likely but I apparently live near the exchange and can get 6.5MB. But recently my download speeds are dwindling and I found on my router the sync speed is 2138, I rebooted and it was 2000. Upstream was 448 as usual.
I was happily getting speeds of 4-5MB and it said so on the BT wholesale checker. So I went onto live help, they said I only get 2.5MB, I checked on bt and sure enough, now it says I can only get 2.5 on ADSL Max.
So I'm wondering, what's changed recently to regress the technological advance which were made over the past months to give a faster speed and is it any use me switching to another isp?

Something is happening on your line or in your area/ exchange as your speeds are adapting by the look of them. It might be that your area is oversubscribed and they are dropping quoted speeds before people complain.0

BT did the same thing in my area. Limited the speed at the exchange. Very annoying.
I changed my ISP to Be broadband, effectively restoring my original speed.0 -

They've just changed my package.
I'm getting the same speed as always, on ADSL2+ , but now I'm they moved me from a 4GB monthly download limit to unlimited downloads(subject to fair use).
No price change. Still a reasonable £14 per month.
