I member of my family tried to buy the leasehold on their property but was refused. The bill for the year is £6.00.

Can the freeholder refuse to sell the freehold, I thought a home owner had a right to purchase the Freehold?

    The freeholder can refuse to sell the leasehold, but under certain circumstances you can go to court, and the court can authorise the compulsory sale of the freehold. Have they been to court and been refused by the court?

    No. A confusing question! However

    If a freeholder wishes to sell his freehold, he has an obligation to offer it to the leaseholder(s) first, at the same price as he would get elsewhere. See http://www.lease-advice.org/advice-guide/right-of-first-refusal/

    Is the property a house?

    If it is, then the a leaseholder has the right to compulsorily purchase the freehold - assuming it's a qualifying house, a qualifying lease and a qualifying leaseholder.

    Did your family member serve a notice on the freeholder in the prescribed format?

    (But if it's a flat, it's completely different.)

    Thanks! I spoke to a Solicitor this morning who pointed me to the leasehold reform act and some other details as you chaps have mentioned.
