Still no POPLA

Hello
Hoping to get some advice on a fine someone I know has received. After parking in a local train station car park and failing to display the ticket (which had been bought) they returned later that day to find a penalty notice stuck to the car. They followed the advice in the forum, waited as long as possible and then sent Indigo by signed for post the standard letter requesting a POPLA. About a week later the penelty notice from Indigo finally arrived in the post but as they'd already written to them quoting the relevant reference number they ignored it assuming a response to the original letter would be forthcoming.
However two letters from ZZPS chasing payment has now been received and nothing from Indigo at all. I presume my friend should now chase Indigo again for a POPLA but wanted to check for them that that was the way to go. Presumably their failure to provide a POPLA is going to work against them.

complain to aos@britishparking (something like that) with a copy of the pcn , copy of the appeal , date it was sent and copies of the proof that it was despatched and signed for by INDIGO
also give them copies of the ZZPS debt letters and quote the BPA CoP paragraph that is about the 35 day rule and also about suspension of debt collection whilst an appeal has been lodged
bear in mind that byelaws will apply so no pcn should have been issued by Indigo , a penalty notice by the TOC should be issued and you taken to magistrates court within 6 months is the correct option
also bear in mind that popla have suspended appeals where byelaws apply
