This is the crucial point, as it seems that you will have little trouble proving on the balance of probabilities that vital info on the TA6 was deliberatedly withheld.
Your idea of what compensation might be appropriate, and a judge's, could be very different. The legislation has had too little road testing thus far to inspire confidence, IMO.
Then there is the problem of screwing the money out of them, whatever sum it might be.

This could possibly be the case....
....as these neighbours have already proved themselves to be slobby chav types from what you say - then there is every chance they are just as f*ckless with their money and owe various people money already. The nfh I have that are of that type certainly do...and I guess it's common amongst people like that....:(
You may be best off directing your energies at dealing with these characters directly at the people concerned (eg reporting them to Council, etc).
Edited to add - put on the to-do list to mention to "all and sundry" who the vendors are that did this to you (ie sold you "pig in a poke"). Someday one of them might apply for a job requiring integrity for instance - and that the would-have-been employer would be one of the people that knew about this incident...0 -

The neighbours causing the bother had a track record which the vendors failed to disclose. They should have disclosed it, because it was reasonable to suppose that it would continue, and it has.
Of course there was always the possibility that the neighbours might have reformed, been killed in a car crash or moved away shortly after the OP took up residence, but these were less likely than what has happened.
That's why the questions are on the TA6.
Are you suggesting that the TA6 should be re-written, or that the OP should have done nothing, stuck it out and then re-sold, lying like the previous seller? What are you suggesting?0 -

It hasn't lost value, the value was always that of a property with difficult neighbours, rather it was sold at an inflated price due to relevant information being withheld from the buyer.0 -
Whoops - just had my 3rd cup of coffee for the day - and brain fully awake.
Its the neighbours that are probably minus any money to payout in compensation - and not the vendor. Duh! whoops!

I'm so sorry to read the misery that you are having to endure, it is your home and it is the place you should find some peace. It would beggar belief that the people you bought the house off wouldn't have realised their chance of selling would be greatly reduced if they declared what you have said made the news. I bet you wish you'd knocked on a few neighbours doors now and asked a few questions, hindsight is painful. I think the law involved is based on a balance of probabilities and not criminal law of beyond reasonable doubt? You really need a good solicitor to give you some clear guidance.
I respect you not passing on the problem if you decide to sell (if you can find a buyer). If you decide to 'dig in' and take the challenge of managing the neighbours, I wish you the best of luck.

When you was viewing the house didn't you notice anything out of the ordinary, you mention tipping on your property. Did you not view the house a couple of times at least. Did you not do a drive-by at different times of the day to see how busy/quiet/noisy etc the road was?

It would be best for OP not to give a link to any national news story.
There is always the chance that the nfh would read (or be told about) this thread and that wouldnt be a good idea.0
