Hi all, firstly thank you for reading.
I am a newbie and have read the newbie thread however it's all become a bit overwhelming and I can't say I understand all of the procedures and policies correctly.
My situation
I am a named (and the only)driver on my mother in laws Motability lease car. Today while out shopping I parked in an area for a short period of time, like a small car park. and when I can back there was a ticket from uk cpm (uk car park management).
I'm not sure what to do with the appeal process as the car isn't mine or how to go about this?

Send the relevant template from the NEWBIES thread (IPC template in black) in the name of the keeper. (This is the keeper of the car on the day in question, who may or may not be the registered keeper.)
You can add (carefully without naming the driver) that the keeper was not the driver and can be proved in court if they are stupid enough to continue.I married my cousin. I had to...I don't have a sister.

So would the name of the keeper be my mother In law as the car lease was taken out in her name? Or the company that owns the lease? Or me who was driving on the day?0

the keeper is the hirer , the lessee , the person named on the motability papers (Motability keep the V5C and hire out the vehicle for 3 , 4 or 5 years)
so whoever receives the DLA and has signed it over and passed it over to Motability is the keeper (and possibly deemed responsible in england and wales)
ultimately , she could end up in court over this , unless the driver fesses up beforehand

UKCPM are an IPC firm so there is no appeal that will get this cancelled. That is not to say we are saying to pay it (the sticky thread never says that). I would say name the keeper as YOU (to protect her). That is true, you keep and are responsible for the car.
So, follow the advice & you can use/adapt/shorten the template appeal in the sticky thread, writing as the 'keeper' but NOT identifying the driver. I suggest you do this within a fortnight of the PCN, so that no letters can be sent to your Mother-in-law (MiL) which might worry her too much.
If you challenge it as the keeper giving YOUR address, then all letters come to you.
If MiL was with you in the car, try also enclosing proof of her Blue Badge (copy of both sides) and stating that she was a passenger in the car which is a Motability vehicle used for her benefit as a disabled person. As such, under the Equality Act 2010 they have a duty to make reasonable adjustments and you cannot understand why the vehicle received a PCN.
They will probably reject the appeal, almost certainly. then you will get a letter chain of debt collector demands (ignore them, as per post #4 of the NEWBIES thread). Do not ignore if court paperwork ever arrives in six years...UKCPM are not prolific at starting claims but just to warn you not to ignore court papers or a solicitor's Letter before Claim (LBC) which can be robustly defended.
Do not think it is easier to pay the discount, please. It might well be 'easier, for a quiet life' but then you join them! You are then supporting them and funding the scam against the next little old lady or vulnerable family. You can ignore a few debt collector letters over the months - I'm just an ordinary wife & Mum and I've ignored some myself and laughed at them, then it fizzled out.
Come back if you eventually get (rare) court papers or a LBC. Tell the parking firm in writing if you change your address within 6 years because you must check each letter to make sure no court claim ever arrives (people are missing these after moving and getting a CCJ).
The above advice assumes it's England or Wales.
And we assume you will also try a complaint to the retailer/landowner as that CAN get these cancelled very easily if you ask quickly. UKCPM will cancel if their principal in the contract tells them to!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok so it seems that the best course of action is to follow the appeal process on the pack of the ticket, getting her to to use said template from the newbies thread? As she actually doesn't have a driving lisence and doesn't drive, in the worst case scenario would that be evidence enough of proof on court?
Or is the best course of action to confess that I was the driver and appeal myself so that the weight falls on my shoulders??0 -
No I suggest the keeper appellant is you...as above. To spare MiL the worry - elderly people are of a generation who will (very often) just pay any 'bill' and can't smell a rat because if a letter looks official they might fall for it. Would a debt collector series of demands in red ink, threatening court, scare her?

agreed, YOU appeal as KEEPER and get the letters in your name , but DONT reveal who was driving , its a secret between yourself and the mirror in your bathroom

So appeal as the keeper but don't name myself?
A little bit of information, we live at the same address and I am the only named driver on the vehicle. The motability application was taken out in her name and has to be kept at her (our) address as part of the agreement. So I believe she would be the keeper even though she is not ensured or covered to drive the car (due to no lisence etc)0 -

just use the black text appeal template , and select KEEPER if asked , assume I was driving0 -
Thanks very much for the advice. I will contact them tomorrow first thing using the methods on the back of the PCN following the advise given. I will keep everyone posted about what happens0
