Planning Application withdrawn then resubmitted with new ref - are comments linked?

A planning application for some flats around the corner from where I live has its decision as 'application withdrawn'. A new application has been submitted which is linked to the previous one and its decision is 'awaiting decision'.

I (and many of my neighbours) submitted objections to the original application. As the two applications are linked on the local authority's website, would the neighbours' objections be considered for the current application as well?

    Ring the planning dept and ask them. Different council planning authorities may have different ways of working.

    No, the comments will not be linked. You can send in exactly the same comments again, if you want to.

    The planning officers will, of course, know of previous complaints. If they were relevant, they will continue to consider them as part of their job.

    The officers weigh the proposals against planning policy, not exactly neighbour's concerns. It's possible that a neighbour could alert them to a deviation from policy in their comments, but just because you don't tell them twice, it doesn't mean they don't think about it.

    It's possible that a certain number of complaints would send it to committee to be decided, if it weren't already heading that way.

    The simple answer is no, they are separate applications, each with it's own case file.

    On a slightly wider issue, you say 'some flats', is this a major development? Depending on your LPA's Scheme of Delegation there may be a cut-off point beyond which the number of public objections or even comments could force the whole matter to committee.

    If I were you and had something to say on the development I would make sure that any comments are re-submitted.
