If PE thought they had any prospect of pursuing this through any legal channel (and they ordinarily would for Riverside after Beavis) they would have done so themselves, not passed it over to DRP.
I expect they recognise they've got no chance directly with you, so won't waste their own time, so shunt it out to DRP and let them waste their time!

Happy New Year, this is an older thread with a new update for those interested. I contacted ParkingEye at end of August stating I hadn't received letters until after appeal time and that I was out of jurisdiction being resident in the US, I asked them to desist communication. I had no acknowledgement of my response.
Today, 28th January, I received my forwarded post including a letter from DRP dated 6th January, once again well after their time limit to respond. It is I believe their standard letter asking for £145 within 14 days or else they are 'instructed to report back to ParkingEye Ltd with a recommendation to refer your case to our client's solicitor, to consider court proceedings against you.'
From further searching in this wealth of information I note the advice is to ignore the DRP as they cannot litigate. After 4 months without hearing anything I thought this was all done with!
Don,t ignore them ! state that you disagree , they should now hand it back to PE , to start court action if they wish0 -

Did you give your US address to PE? I would do so now, by email with the PCN number in the subject line, to:
info@parkingeye.co.uk
and copy in (quoting DRPlus 'reference' which differs from the PCN number):
info@drpl.co.uk
State that this email should be treated as formal advice of your permanent address in the USA and as you have already told them that you are out of jurisdiction they should never have passed your data to a debt recovery firm because they knew this address is incorrect and not a proper address for service of letters.
For the avoidance of doubt, any letters MUST be sent to the USA to this address:

North Carolina
xxxxxx
USA
and this is a formal 'objection to processing' under Section 10 of the Data Protection Act, about any future processing or storing of the old UK address, which must now be deleted from their records. All future contact must be by letter to your place of domicile and should ParkingEye serve court papers, an immediate application will be made to strike the claim out, contesting jurisdiction.
Give them 21 days to respond to the objection to processing.
The point of the above is, should more DRP or Zenith or PE letters arrive to the UK address in the coming weeks/months, you can make a formal complaint to the Information Commissioner (I think a person living abroad can make a complaint to the ICO about a UK company).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They are sending direct to the USA address I was living at when I hired the original vehicle. I have since moved and my mail is forwarded to North Carolina my new permanent address. So not sure this applies. PE had my USA address and have passed it on to DRP0
