Car insurer payout, verbal agreement

Hi, i recently had a car accident and today was advised by my insurer that they would payout £1750 which I agreed to over the phone and a cheque would be sent out. I got a call back an hour or so later to say that the payout quoted was wrong and that it was only £300.

My question is does the original figure quoted constitute a verbal agreement / contract? Im just a bit annoyed as the new quote is significantly less than the original.
