Had ticket got Fined

On 23rd June, 2016 I parked at Chatham Railway Station and paid for a parking ticket. It was the day after the flooding in London and I was panicky that I might miss my train to London. Anyway the upshot is I didn't check the ticket just put it in the car.
When I got back late that night there was a ticket which referred to bylaw 14. I checked my ticket and saw that it expired at 14.29 when I didn't get to the station until 1505 and it had the word token printed on it.
I appealed to Indigo asking them to check why the machine had given me such a ticket and to check CCTV to show that I had paid but I got their blanket refusal demanding payment. I immediately sent an email back and got one from them stating it would be transferred to their customer service department. So far I have had no response and am dreading a letter saying I need to go to court.

You will not get a court letter, don't worry.
However, by emailing Indigo, did you actually follow the appeals procedure shown on the PCN? I know someone who emailed Indigo and didn't get a POPLA code because they said he had not used the method of contact on the PCN, for appeals.blanket refusal demanding payment.
Did this include a POPLA code and if so, when was that email? Have you ever been sent an option of 'POPLA' in any replies?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
