PCN Private/Unnamed road

Hi Guys & Gals,
Have a bit of a weird query hoping someone can help before I submit an appeal.
I recieved a PCN this morning parking outside my house, I live in a new building which has allocated parking around the back and I had parked a work van with trailer attached on double yellow lines as I couldn't fit the trailer in my allocated space.
So after looking into the ticket the first thing I noticed is the name of the Location it occurred at didn't seem right. The PCN stated Russell Place yet where it was parked I believed was classed as either a private road or a car park not an actual street,

As you can see from these 3 images nowhere does it state the road is called Russell Place, my address doesn't have this and the only place it says this is on a sign when driving into the side road which is named Homemead Close on those maps.
I have also looked on the KCC website and found that the road does not appear in the Gazzetteer report (cannot post link as new member)
On pages 1478/1479 there is no Russell Place listed so does that mean its a private road?
So my question is can I appeal this PCN on the basis I was not parked in the location they have stated?
Any help appreciated.

If you were using a hotmail/Outlook address, it won't accept for registration purposes.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
