Council PCN but with potential inadmissible evidence

So the car was parked in a permit holders only bay but before this restriction was lifted.
The warden was in the right to give a PCN.
However, I was able to remove the PCN from my windscreen before the picture could be taken.
The evidence they supplied with the ticket does not show anything on the windscreen nor can the license plate be seen because it was dark.
No picture of the parking restriction sign was supplied, nor is it possible to tell where the picture was taken.
Do I have grounds for a successful appeal

Not on that basis, and you removing the PCN makes no difference because the CEO will have made pocket-book notes and it is OK to 'hand the PCN to the person appearing to be in charge of the vehicle'. You ended up with it in your hands and it was on the windscreen - so it was 'served'.
However, there are often other grounds of appeal you will not even have thought of - and pepipoo posters will tell you, if you show them a pic of BOTH SIDES of the PCN, all small print.

If they have no photos to evidence the vehicle in that place, then that would be worth and appeal but only at NTO stage (first letter) otherwise how would you know about the PCN...if you are planning to appeal that the car was not evidenced as being parked there?
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
