NCP Parking Fine - Final Notice Help!!

Hope someone can help me!!
ive tried looking through the 10000's of posts about what to do with a parking fine but there is a lot of things i don't understand and a lot of situations that are different to mine so sorry if this has already been covered somewhere else...
Firstly it was a NCP car park in Bromley, Kent and i parked there with the intention of getting a ticket but there was no payment points and no signs directing you where or how to pay? i checked all the other cars parked there and none had tickets shown so i went about my business with the assumption i probably did have to pay, it was an NCP at the end of the day but without any idea of where and how to pay?!?! i didn't take any action.
This was May 2016 and now August 2016.. in the post i am receiving a final notice? i never received the first notice so i had no chance to appeal. the fine is for £100 and i really cannot afford £100... i have now found out it was moved over to a cashless payment system hence no pay points!
Please can someone advise me what to do! I've actually lost the letter they sent me saying it was a final notice but i did when i received it go online to check what evidence they had of me parking in there and there was photos of me in my car coming out of the building.
Also - i know now looking through the feeds i probably did the WRONG thing by sending them an email through their website stating i received the Final notice and i didn't receive the first notice and i need someone to contact me?... i did send it Monday this week and im yet to receive a response from them so i hope they may have not received it!

Welcome. You simply need to read the NEWBIES FAQs sticky thread and submit the usual (blue writing) first appeal for BPA members. NCP 'how to appeal' link here:

Always read the sticky threads first. This is your first letter as registered keeper so this is the time to appeal as registered keeper. Do NOT tell them who was driving if they ask for 'more information about what happened'. Nope. Push for a POPLA code if they delay.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I am new to this forum. I need advice too.
Currently, I am very disappointed at NCP. I received an outstanding parking charge of £100 through the post in relation to a PCN issued on 30/06/2016 for "failing to make payment at station on Sunday evening". However, I never received the original (first letter) PCN through the post.
Everyone wants to pay a discounted fine and they would never miss that chance. It's such a shame that I was deprived of that chance. your guidance will be appreciated. I am so lost, don't know what to do. Thank you.
Really? In this forum, posters never miss the chance to pay NCP nothing. NO-ONE in their right mind - having looked at forum advice and learnt about it - pays a private parking firm anything in a hurry, unless a court tells them to (this is not a fine and NCP do not do court!).

I've had a response to my appeal using the template you advised previously...
The letter is ended with 'You have mentioned a IAS appeal service, National car parks operate under the British parking association as such they offer a POPLA service, if you wish to take this matter further' ...so going through all the feeds trying to figure out what to do next can someone just confirm I should appeal through POPLA next?
And is there a thread I can read to recommend the best way to approach the POPLA appeal?

Search this board for 'NCP POPLA' just as post #3 of the NEWBIES thread suggests. If this is a railway car park, search 'NCP POPLA byelaws'.
Then copy and adapt the newest results from THIS year only into a cobbled-together version for your case and show us your draft.
Also see the POPLA Decisions thread, where in the past week I have added a number of template appeal points for POPLA appeals.

Am I likely to win my appeal without photo evidence of the signage? My main argument is the fact there wasn't any signage or at least CLEAR signage to say how to pay.
The thing is its not a local car park for me it was the first time I've ever parked there and its really out of my way to go there to get photos! but if by getting photo evidence I have more chance with my appeal?
Another point is they had only just introduced their 'cashless system' to this car park at the time I parked there, I have a feeling if I go back now 4 months later there may be different signage or changes may have been made since it has been taken on permanently since I was there.

why , who owns the land that the car park is on? , what makes you think NCP neither own it or pay the land owner for allowing them to operate there
