    You wouldn't say that if you were the other residents who would be charged. "Looking after the building" doesn't happen for free.

    In this case the technician presumably found a mattress or two stuck in the door mechanism. However, if the culprit cannot be found then fair enough, the residents will have no choice but to share the bill.
