I recently obtained a redacted version of a PE contract with an NHS Trust. I'm appealing the redactions. Apparently it is a trade secret how they operate.
For some reason a standard NHS contract has not been used, but that is a slightly different issue.
The PE contract that has been used, is, I'm assuming a standard one.
Paragraph 8.5 of the contract states
The Service Provider (PE) must promptly notify the customer of any request in relation to the Freedom of Information Act 2000 or Data Protection Act, as soon as possible after receipt, and will provide the appropriate response or feedback to the customer.
Since PE are so keen on contracts, let them handle your FoI request. (but I would also fire off one to the Trust as well)
Also PE have also neglected, for at least four years, to comply with DH policy
It remains Department of Health policy that all bodies that process NHS patient information for whatever purpose should provide assurance via the Information Governance Toolkit

Pretty safe to assume that most people in a hospital car park are there as patients.
You might want to ask the NHS Trust why PE are not complying with DH Policy - That will give them a serious headache
