Sorry the numpties above are giving you grief. You came to the right place for help, glad you got it among the flotsam.
Yes, he was unwise. but his instinct was to do nothing and hide his head in shame. You helped him out encouraging him as to what to do.
Maybe it wont be a scam? Maybe he'll get the money back? If not, you've saved him from losing more.

I was not very financially aware at age 19 - I'd only just got past the weekly pocket money from Mum and Dad zone and opened my first bank account to receive the student grant!
I think it was a good thing that the OP's son had a parent able and willing to assist and he'll have learned a lesson that responding to cold calls can bring expensive consequences.

As Flobberchops wrote, it appears that he did not authorise the payment and should seek to have it returned under the payment services regulations that require a bank to refund unauthorised payments.
So far a Skyline Markets goes, there is an essentially unregulated trading firm by that name operating from the Marshal Islands. But a phone caller can pretend to be anyone and unless you used contact details from the real Skyline Markets web site it is possible that you may not have been dealing with them.0
