UKPC Fine - Free car park?

Hi All,
Today I parked in a car park that is free for 4 hours, it is Dockside Outlet Centre in Chatham, Kent. This car park is free for 4 hours. But the reason I got a fine was because I left site to go over to the university campus for some work for a couple of hours. The reason for the fine is "Vehicle owner driver left site". There must have been someone watching as people were arriving as I arrived at 08:32 and was fined at 08:42. Car park is free but I am guessing only for customers visiting the shopping centre. My fault entirely.
However my question is, as the car park is free, and UKPC are a private company, do I still need to pay as it is private land? How have UKPC lost revenue by me parking there when there are no charges for the parking itself. I know legislation has changed in recent years so wasn't sure whether to cough up, or risk ignoring it.

Very difficult for them to win this at court, do thet have any photographs o you leaving the site.
On no account pay this unless a judge instructs you, it could end up costing them £££. Others will be along to tell you about the hoops you will have to jump through, It is as easy as shelling peas. Read this- UKPC are former clampers who have been involved in quite a number of sordid scams, for example
Hull Trading Standards took them to court on 15 counts of fraud. UKPC won all but one, but only because they had a better lawyer, a Q.C. If I recall correctly

They were bested by a Winchester barrister

They were involved in a large scale scam which resulted in a DVLA suspension

Read and inwardly digest this. It gives you many salient points on which you will rely on should this get beyond winning the case at POPLA.

The newbies sticky will guide you through to the POPLA stage, but you need to take it one step at a time. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

UKPC are simply an organisation that make criminals look like normal people.
Fake pictures, hiding behind a wheelie bin and trespassing.
They have told people that they have been caught on CCTV leaving a car park ? THEY LIED
Are they acting as a predator ? YES
UNLESS they can provide you with a positive video (not stills) of you leaving the car park .... it will be very interesting to see how they can prove it.
Should you respond, probably yes and request a copy of the video leaving the car park. Do not admit to anything and especially who the driver was.
NEVER PHONE UKPC, they are as bad as these PPI phone scammers
They will ignore you because no such video exists. Then the chase up letters arrive which you ignore especially those asking for the drivers name ...... UKPC is company who has gone WILD.
Then you should get a code which you use to appeal to POPLA.
It will be a very simple appeal, nothing to do with signs or the like.
You have been accused of leaving the site and have asked for proof from UKPC. If they do not provide the evidence to POPLA you will win your appeal
IT'S a no brainer ..... maybe not so for UKPC.

Thank you for the replies so far. I had a look at the photos they took. Nothing suggestive that I left the car park. Although I do not want to enter dialouge with them it would be interesting to ask for any footage to prove where I was or what I was doing. I'll certainly take a look at the stickied thread and potentially lodge an appeal via POPLA.0

Please note ... in ANY communications with UKPC (and never by phone!) there is no Me, Myself or I ... everything is The Driver when making reference to the person driving.0

You really need to make certain with the pictures due to UKPC's past history of faking pictures
Yes, ask them to prove that the vehicle's driver left the car park. The answer cannot be that the "warden saw you" .... the wardens they use have been proven to get up to all sorts of antics to get their commission
PROVE IT OR CANCEL THE TICKET0 -
