Ticket £195 help

I have a problem as I have received a pcn on the 22/08/16 for £195, and reason is - [Alleged traffic contravention of 52JM].

This happened on the 28/06/2016, which shows that letters have been sent previously however I have not received them because they were coming to the old address and as I was living in a house were I dont have access to the front door and the life with my landlord was not to good I have a feeling that previous notices where open and chucked in the bin as this is the only one I have recieved and letter states that I'm late with payment, I do not live in the property where the pcn have been sent to, and I forgot to change address on my license as im a young parent and have a family to work for and it was difficult for some time. I,m changing the address now. Is this something i can fight back and say I will not pay at all, or atleast do you think it is possible to pay the £65 saying that I have not recieved anything as i dont live there anymore, but another questions is will they ask why i havent changed the adreess on my license?

The road i have driven on had new signs as I have used it before and no notice have ever come, i have recieved a picture of what i have done, you can see a sign no motor vehciles between 3-7pm, today i have driven past and they put another sign so it seems a lot of people have driven in and because of that they put two up .

anything i can do?

    As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there and post a new thread; here's your link:

    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

    PePiPoo has an excellent success record in dealing with council tickets.
