Argh! Scaffolding!

Need the outside of our house painting, and can't be done without scaffolding for various reasons that I won't bore you with. It's a large house in terms of width/depth, but it's only a normal two-storey house (though the paint goes higher up on gable ends).
Anyway, found a good and reasonably priced painter, but have failed miserably to find a scaffolder.
A more expensive painter was going to arrange the scaffolding themselves, and told us they'd got two quotes at £1,100 and £1,600 (though - sadly - we don't know who that was with).
I've had three scaffolders round to quote myself and have had quotes of £2,000, £2,400 and £3,200!
Normally when I get three quotes, I feel confident that the price must be right for the local area, but it's annoying me that the other painter got significantly cheaper quotes.
Have I just phoned the wrong scaffolders? Am I just unrealistic on scaffolding prices? Or is it just the wrong time of year?
All the ones I've phoned have been booked up for the next little while, so we'd have to wait anyway. Makes me wonder if they're swimming in work so don't need my job. And my job's not a super-easy one as there's plants, sheds etc in the way.
We wanted to get the painting done by the end of September - due to weather - but are now considering scrapping the idea for this year and getting quotes again in say late March, with a view to getting in early next spring/summer season. Just seems like everyone's doing outside jobs at the mo so the scaffolders are run off their feet....
Preferred painter is £1k labour and £250-300 for paint (depending on exact amount used - he just buys the paint then gives us the receipts and we pay him).
Other painter was £3,000 for paint and his labour (plus the £1,100 for scaffolding). He didn't seem keen on the job when he was round.
I know preferred painter sounds cheap but (1) he's from a nearby town where everything *is* cheap
and (2) he's been recommended by a lot of people at work, and after talking to him I'm happy that he'd do a good job.
