Surely if the brakes were as corroded as stated the garage would have replaced during the service.

Not only that the Ypssilon is just a Fiat Panda with a face lift so parts should be cheap.

The rest I would ignore, except perhaps the shocks and I would at least give then the once over.

    You were severely spanked OP.

You are obviously in the motor trade if you can see nothing wrong!

The MOT is legal document stating that the car has been inspected and tested and is roadworthy and safe for at least a further year. These works were described as SAFETY CRITICAL not things that will required attention in the future or for the next MOT.

We have access to all sorts of tools to use during the MOT test:

A crystal ball is not one of them along with a device that allows us to see covered and obscured testable items.

It sounds like you had a good MOT, with the correct (low) standards being applied, then you were given the hard sell preying on the safety aspect by the people that have to meet targets and make money for their employer. If it were my car, I'd be sorting the handbrake cable (I've had one snap during a tight parallel park on a steep hill, which is no fun), and providing that the brakes work without pulling, leave the discs until the pads are due.

It has been many years since I carried out MOT tests, but both the frayed handbrake cable and corroded discs, would have been fail items in my time. I have a problem with "Totally corroded" discs: totally means 100% of the inner and outer surface. I doubt if that is the case. You have been subjected to the Main Dealer Rip-Off, I'm afraid. Take it to another garage for an inspection when you can, an independent garage will take a look for a small fee.
I think this job really needs
    a much bigger hammer.
