Buying rental flat but not renting it out...advice please?

All very helpful advice and comments thank you!
To clarify things, the agreement with my sister will be following:
1) I will register as a landlord (as per rules locally) and also ensure gas certificate up to date etc. I will get landlord buildings insurance if not covered by group policy.
2) She will stay in it rent free for 6 months or so and pay all relevant fees incl contents insurance, council tax, utilities etc
3) She will then sublet it (under a written agreement with me with no rent payable to me) and pay tax etc on any earnings she makes directly via the Hmrc. She doesn't have to register as a landlord or agent as she is subletting. She agrees to be responsible for all other costs or damage etc.
4) she will return the property to me in the same condition as received in about 18 months or so...I can be a bit flexible.
Have I covered most bases? Certainly any legal ones?

What if she cant return it in 18 months? Eviction takes up to 6 months.
(and given she's an amateur and is likely to make mistakes) - maybe even longer0
