Up & over garage door stuck how can I move it?

I've got an up & over garage door, the type with springs at the side, it is stuck in the closed position, can't shift it at all. Fortunately the car wasn't in the garage at the time. I've tried pushing it from the outside and pulling it from the inside but it won't budge. Any suggestions please?

From the inside, if you turn the part attached to the handle or pull the wire than runs up the door, do the bolts retract on the side?0

It doesn't have any wires. I can turn the handle so the bits that catch the frame are out of the way. I can see daylight all the way round so they is nothing stopping it from moving. Seems like the mechanism has seized.0

Would WD40 help?,sprayed liberally on the mech free it.

Is it the type with two large springs (one either side of centre) above it? If so, it is likely that one of the connecting cables has snapped and that has jammed the door because one side is trying to lift without the other. If that is the case then would suggest as in Post #5, they will have the tools to hold the spring in place whilst fitting new cable otherwise it's a finger trap!0
