Well from my experience most people when they start off driving go straight for TPFT thinking it's cheapest. Even people on this thread assumed it was cheaper.
So they stick at that for a few years until they get a good car then go for fully comp because they have a more valuable car now.
So by going TPFT in the first year of driving (which is when your most likely to have an accident) this pushes up the accident rate for TPFT and makes it more expensive than fully comp.0 -

I found quotes on here myself which were noticeably cheaper than any other major price comparison website (inc gocompare and comparethemarket etc).
Also, its worth checking out cars in a lower insurance group. This list shows which models (spec and year) are in each group:
