I think I received wrong advice - P4Parking

Hello everyone,
In a bit of a pickle. I received a parking charge noticed from P4Parking on the 1st April 2016. I was moving some things from my flat on a private housing estate and I parked the car directly in front of my block (not in a parking space) as I was loading my car. While I was going up and down the stairs, the car was locked for security.
I have a residents permit from the council and usually park on the road and only parked inside the estate as I was loading. Anyway I received the ticket and was miffed. Tried to pay ticket but online p4parking wasn't working, either to pay or appeal. I looked online for advice and was told to ignore.
I have since received a Notice to Owner and a further "Action Required Today" letter from TNC Parking Services. I just want this to go away. I'm not sure that ignoring it was right thing as apparently laws have recently changed in England?
Ironically the p4parking website works fine now. But I really don't know what I should do...:(

no laws have recently changed in england, the last one to change was POFA2012 , 4 years ago
you can try to appeal it but they are likely to turn this down due to being "out of time" and your choice to IGNORE was the wrong thing to do

You should not have tried to pay this scam.
You should not have ignored this. It is bad advice and has not been given on this site since the law changed in 2012.
You could try a late appeal and add in that changes in EU law last year say that appeals should be allowed (Alternative Dispute Resolution) for up to a year, and it will make you look reasonable should they decide to take this further.
"It is the will of Parliament, as a result of the EU Consumer Rights Directive, that ADRs must imminently be made available for not less than a year."
Alternatively you can continue to ignore and hope you don't get real court papers. You can however ignore toothless debt collectors.

I would expect the MK court case to be highly relevant. The circumstances are very similar. Read your lease/AST, read what it says about a right of way to your front door.
