VAT Free? Buying recliner chair

My mother is buying a recliner/riser chair, I have read that you can buy vat free if disabled. She has a blue badge for parking, receives a carer allowance, is 92 years old, weak heart and can't walk too far, but, she is not disabled - do you think she can buy Vat free? I don't know what to write on the form because I don't know if the above would be good enough. Thank you

You will be able to buy it VAT free.
Just fill in the form at the retailers when you purchase the chair.
Its very simple & is really only a declaration that the person with the impairments has to sign.
If she has a blue badge she will almost certainly be able to purchase a recliner chair.

I agree with firefox, but, make sure the VAT [HM Revenue & Customs] discount is applied before purchase and before the money is paid.Disclaimer : Everything I write on this forum is my opinion.
