I think it's a good idea to give National Debtline a call so we can make sure you get the right advice for you situation. As fatbelly and sourcrates mention above, it isn't clear whether your payment plan is affordable. It’s really important that you still have enough money available each month to cover your other household bills and essential living costs, despite what an enforcement agent might say.
As the others have said, the enforcement agents can’t force entry into your home as long you don’t allow them entry or leave the door open. As long as they can’t access your belongings you’re actually in a pretty strong position to negotiate.
In any case, if you have mental health issues I think you’ve got a good case to ask the council to take the debt back from the enforcement agents. There is a code of practice called the Taking Control of Goods: National Standards which talks about people in vulnerable situations. Although vulnerability isn’t defined I think people suffering from mental health issues and being unduly stressed by the experience is a good example. It states that a creditor should be prepared to take control of a case at any time if someone is identified as vulnerable. Remind the council of this if they say no.
