Council confirm they cannot produce PCN to adjudicator

Having recently been given a PCN by the criminals at LBBD I am taking it to the Adjudicator/Tribunal. I have just received the councils evidence that they intend to use and it clearly states that they are unable to produce the PCN, due to a system "glitch" but as I must have seen it, then apparently it is not their problem. My question is, are they allowed to do this or are they talking rubbish.:D

    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

    PePiPoo has an excellent success record in dealing with council tickets.

    The obvious counter to the somewhat fatuous argument the council are putting forward is that whether you saw the notice or not is irrelevant as it is for them to prove that it was compliant. Without a copy of the original PCN how, pray, do they propose to prove that?
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
