Traffic Offence Report - No waiting

Hi, please can you help me with this one. I had a TOR on my windscreen on 18 June and then on 25 July I received a notice offering for it to be dealt with via a fixed penalty within 28 days of the letter. Is there anything that I can do in appealing this? I have read about a 14 day time limit to receive NIP's but I was unsure if this was a similar thing? All help would be much appreciated!

    If it is a police fixed penalty notice, there is no appeal as such, to contest it means a magistrates court appearance.

    A NIP is only required for certain offences - which are mentioned in s.1, Road Traffic Offenders Act 1988.
