But there is a bit of a jump from that to having a none fault claim on his/her insurance history. I'd be extremely miffed if the council contacted my insurer and caused that to happen all for the sake of a damage tyre.0 -

They probably wouldn't contact the insurer directly but it's still possible that the insurer would find out.
This is because there is a central record of insurance claims and incidents that could lead to a claim and apart from insurance companies, there are many other organisations who can view and add information to this database. Included amongst these organisations are many councils.0
