    MOST pot holes ? Not all ? So how do you know she doesn't avoid most and this was the minority she couldn't ?

    Have they claimed on their insurance then?

    If they have contacted their local Highways Authority regarding damage to their car they will have been asked to fill in a claim form by the Highways Authority as I was.
    It asks for YOUR insurance details etc etc

    But there is a bit of a jump from that to having a none fault claim on his/her insurance history. I'd be extremely miffed if the council contacted my insurer and caused that to happen all for the sake of a damage tyre.

    Well they'd get a consequential loss claim for increased premiums added to the cost of the tyre if they did.

    They probably wouldn't contact the insurer directly but it's still possible that the insurer would find out.
    This is because there is a central record of insurance claims and incidents that could lead to a claim and apart from insurance companies, there are many other organisations who can view and add information to this database. Included amongst these organisations are many councils.
