Staff permit in retail park

Tried searching for a similar case but nothing showing.
My daughter works at a retail park, patrolled by UKPC. She has a card staff permit to display.
One day this must have fallen off, now she has a PCN.
Contacted UKPC saying she had a staff permit, got a letter today saying they’ll let her off if she pays £15. Can appeal to POPLA it says, but if she loses it goes back up to £100.
So evidently they are desperate for her not to go to POPLA.
Is this because its certain UKPC will loose??

    one could say that the £15 is about the amount of money they have spent so far , yes we know the "officer" is on an hourly wage , so are the back staff , and they are paid whilst twiddling their toes ,


    with the results coming back from the new POPLa , who knows if she would win


    you have asked her company to contact UKPC? what did they say?


    if the company won,t cancel it , then I think a £15 "tax" on stupidity (failure to display) is something that might remind your daughter in the future

    when we had road tax discs on our windscreens , if it "fell off" and was in the footwell you would still get a ticket for "failure to display a valid vehicle excise disc"

    it failed the parking rules and thats why they want their pound of flesh

    there are NO guarantees at popla , especially not this new popla and I dont think she wants to argue mitigation or extenuating circumstances to a judge with about £200 depending on it

    She should find some clip or similar for the permit. It has been known for permits/tickets to have had help falling,
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    But it was displayed. As UKPC have been known to tamper with photographs, it is not beyond the wildest stretch of the imagination to suggest that a UKPC weasel rocked the car until it did.

    Do not pay £15, appeal to PoPLA, if you lose and they take you to court, mention these to the judge. Fight these tricksters and cost them money.,

    UKPC are former clampers who have been involved in quite a number of sordid scams, for example

    Hull Trading Standards took them to court on 15 counts of fraud. UKPC won all but one, but only because they had a better lawyer, a Q.C. If I recall correctly

    On balance £15 is the lesser of the evils.
    The manager isnt much use, he had to pay £15 as he got caught the same way !!
    If it had had been the usual £60 / £100 I would have taken them one (I've contested a couple before and havent had to pay).

    She did display - is a verb. I'm not disputing that it wasn't ON display. Therefore she didn't fail to display it.
