New Dividend Tax Allowance

Hi. Maybe I'm missing a point here, but, with the introduction of the new dividend tax allowance of £5k per tax year surely the benefit of an Stocks & Shares ISA is considerably reduced?

back in the days of PEPs, i usually had a bit of cash kicking around inside my PEP, earning derisory rates of interest, before i'd decided what to invest it in. i learnt my lesson from that, and now i always keep minimal amounts of cash inside S&S ISAs and SIPPs. this new approach has improved my returns. i know nothing about timing the market, so i should just get on with it.
