Code 27 & Car unfairly impounded

Hello people,
I am infuriated with the council with what happened with my wife's vehicle; I'll attempt to convey as best as I can what happened and the situation we face.
We live in Waltham Forest and our road is extremely popular for parking. There are no parking restrictions/permits etc. The road is very busy and it's become increasingly difficult to park at our home. We often have to park 2/3 roads away because there's just no space. Anyway, my wife recieved a PCN which stated that she broke code 27 parking contravention. To be fair, she was parked adjacent to a dropped kerb on a single yellow line so I can understand why the PCN was issued (this is annoying though, because everyone parks on dropped kerbs all the time due to the road/area being so busy). However, my main issue is with the following. The PCN was put on the car at 08:17am and then the car was removed at 08:30am. A 13 minute window. Naturally, we were shocked to see the car gone and was forced to pay a total of £265:mad:. Either the council have become very efficient or this is a complete sham. I hope it's not just me who thinks that the council are out there to make money any way they can. Surely this is unlawful. Could my wife not even have been given an hour to see the PCN and move the car? What's the point of even issuing the PCN then? They may as well have just taken the car straight away. I'm livid, please help. The £65 for the PCN is justifiable however the £200 is something that I'm not happy with at all. Do I appeal?

as this is all council (not private) you need to go to the council section over on pepipoo forums and ask there, providing any documentation that will help them to help you
