Question re complaining to land owner

Ok I've read the newbies thread a few times but still feel a little nervous about this (go easy on me please!) I received a windscreen "invoice" after parking in an NCP train station car park. There's no signs on the entrance, a couple in the car park obscured and when I did go back to check signage I needed a magnifying glass to read it and it said 20 mins free - I was only there for about 15mins accompanying disabled relative onto a train (ticket says 12 mins between first noticing my car and issuing ticket) Apparently I was parked in the wrong bay (not the free one) but the paint is all off the road markings and totally illegible, I have photos to prove.
I understand from the newbies thread I need to send the template letter as is on day 25 (online appeal) and not include any of the above complaints, just to get a rejection and POPLA code and I should not name the driver. But I also want to complain to the land owner - in this case the rail company. So my question is can I tell them the full circumstances re what happened? And can I tell them who the driver was? Are there any guidance notes on how to appeal to landowner/retailers? What should or shouldn't be said? Sorry I've had a look but can't find anything.

I this byelaws? Read some "indigo" threads.
By all means complain but do not tell them who was driving, or imply such.You never know how far you can go until you go too far.0 -
I went back to the station and photographed signs and there was no mention of byelaws although I've since read it doesn't necessarily have to be on the NCP signs. I'm going to go back again and just double check there are no other railway signs that mention byelaws. I understand this would change things slightly. Thanks for the reply, I'll search for Indigo now.0

1) only as far as keeping it as if you are an onlooker ,a third party who has been given certain info and then checked it out , so as KEEPER , not driver
2) definitely not
3) , the sticky thread about successful complaints is in the CRABMAN sticky thread , near the top of the forum (maybe 4 down ?)0 -
