Smart Parking Fine Kinnoull Street Perth

Hi,
Sorry to start a new thread but I have read lots of threads and stickies but still need a little help.
I was visiting perth in scotland and parked in Kinnoull Street car park managed by smart parking. Saw the signs saying to either pay on entry or exit, decided to pay on exit. No problem. Came back, entered number plate into machine but there is a sign saying that it does not tell you how long you have been parked for and you need to pay the correct amount. Thought i had been 3 hours, so payed for 3 hours. Got a charge notice in the post for £100. According to the photos of my number plate and time stamps i was actually there for 4 hours, as the machine didnt state this when i payed i just had to guess as i wasnt keeping track of time.
Here is my question, the parking "offence" took place in Scotland, I live in Scotland, however my car is registered in England (to me) at my parents address as I havent got round to sorting that yet since i moved. All the advice says to ignore the notice in scotland as its not enforceable, is this still the case with my car being registered in england?

send the Blue templet form that is in the newbies thread , only admit that you were the owner not the driver , clearly mark the letter with your Scottish addressSave a Rachael

NO , I am actually saying to let them believe he is in scootland with a named owner and address in Scotland , if they pursue the English address they are in trouble , and they are snookered with the owner only in ScotlandSave a Rachael
