Anyone knows if insurers must issue a proof of NCD (NCB) when a policy is cancelled? Obviously such document would not add another year for the year in which the policy gets cancelled.
I just got told by co-op (The Co-operative Insurance is a trading name of CIS General Insurance Limited) they would not issue such a document if the policy gets cancelled within cooling off period. Where did they get that rule from?

There are no rules regarding this.
But if they took the original of your previous ncd proof off you then insist on its return0 -
I assume you have only just taken out a policy with them? And have you given them proof from your previous insurer yet?
A lot of insurers won't even issue proof of NCB within your first year insuring with them unless they are pressed to do so.
Sending proof within 14 days of taking out the policy is quite frankly just considered a waste of their time and no use to you what so ever.
They've barely insured you and you can just use the proof of NCB from your previous insurer that you were going to/did send to them on any new policy you now take out anyway.
If you have already sent it to them I'd just insist on them sending you proof or at least get them to send back what you have given them.0 -
Consider a situation: you take up an insurance within two years (or whatever the period is) validity of your NCD but then find a significantly better deal. Should the NCD expire between taking the insurance and subsequent cancellation and buying another insurance, would it not be expected of the insurer to issue a document which will effectively continue the validity of the NCD years?0

Not really, the first insurer presumably issued evidence which you used. If they were to reissue, it would state the NCD at the original cancellation date. I don't see how the old insurer can 'continue the validity'.0 -

In this situation, the first insurer would do absolutely nothing that they haven't already done. It would then be a case of pushing the new insurer to issue proof explaining the situation why.
The point is, they won't issue it if they don't have to, in your scenario, they would have to.0 -
Yes mattk_180, that seems sensible, however, I don't quite understand why should any insurer be pushed to do anything. It only seems right to me that every insurer issues the proof of NCD along with cancellation documents in every one case, irrespective of an insurance with them to last for X years or X hours! If they provided insurance with NCD based on a document, now they ought to issue they own! Is there no rule of that sort? It seems so straightforward and sensible.0

To all interested in the matter, the FOS ruled:
"I wrote to CIS and explained that it should provide an accurate history of your driving record. This means that even though you were only covered for a short time, CIS must provide information pertaining to your entitlement to NCD."
and I have now received the NCD document from Co-op/CIS.0 -

What exactly did you need the document for from the CO-OP?. Was it because your NCD was nearing its 2 Year expiration date and you wanted to extend it?.0 -
