Small area of dandruff/dry skin on young JRT

My youngest JRT (23mths) has recently developed a patch of flaky skin on his side. It's within a large black spot of hair and I've noticed that his skin in the flaky area is white (with black hair growing through), whereas the skin underneath the rest of the black spot has the darker pigmentation.
If I touch the flaky area, it seems to be sensitive as there's a twinge reaction.
Because I've only noticed it today, for now I have massaged some zinc-free baby lotion into the skin to combat the dryness, but has anybody else come across a similar condition before and could perhaps recommend anything else I could give him please? Either externally, or nutritionally.
The area's around the size of a 1p piece.
Thank you.

We found a dry patch of flaky skin around one ear. We applied liberal amounts of Coconut oil and after a few applications the skin returned to normal. Being a curious dog, we had to feed her some of the oil whilst simultaneously applying to the skin though0

Get it checked out by your vet as it could be something like ringworm.0

Thanks to both of you for your replies and advice. I hadn't thought of coconut oil - glad your dog's ear cleared up with this treatment, sounds like it was good fun for her at the same time! - but virgin olive oil did cross my mind, especially as it would have been applied to a place which he couldn't reach to lick it off.
However, the dry patch has vanished. I don't know if the (single) application of baby lotion did the trick (although it's doubtful); or, whether it was because he had a splash around in the sea later that same day and the salt water helped.
On my Vet's advice once, I bathed the tips of one ear flap in salt water twice daily for a week, to clear up a couple of small bald patches which the Vet thought were a type of dermatitis. This worked a treat, the hair has since grown back and the problem hasn't recurred there. I'm wondering if this latest dry spot might be along the same lines as the patches on his ear and the salty water has helped because it was caught right at the very beginning.
Either way, there's no longer anything for the Vet to see now, but I'll be monitoring this for the next couple of weeks nevertheless in case something changes.
Thank you again for taking time to reply.0
