Gladstones/ PCM (UK) Letter before Claim

Hi,
I don't want to go into too many specifics about this as I have heard these forums get read by the PPCs in Question.
Also, I understand there have been other threads similar to this but I have read mixed opinions on how to approach the letter I have received.
So I have a letter from Gladstones Solicitors title LETTER BEFORE CLAIM, that I'm sure a number of people have had on these forums.
I disputed the charge at the POPLA stage with no success. The initial charge is for being in a PCM monitored loading bay (loading funnily enough).
The letter asks me to pay the full amount (£150) in 14 days or else SUFFER THE CONSEQUENCES (not in those words).
So my question is, do I respond to this? If so, How do I respond to this? And who do I respond to? Gladstones and/or PCM?
Any help you could offer would be greatly appreciated. Thank You.
